Why do you want to Rank page 1 on Google or Yahoo for that matter. Try for something easier if you are just starting out. Try to rank Page 1 on Bing! There are many ways to get on page one. There are pay per clicks, Local Map listings and of course there is organics. Matt Cutts is one of the most informative guys from Google and reading his blogs or watching his video's could help you a lot. Tip's to Ranking page 1 on Google, Bing or Yahoo. Make sure your Title, Domain, Description and keywords are all relevant. Try to use Word Press. Google loves Word Press! Get quality links from Website with a PR of 3 or more and make sure those sites are relevant to your site or the link is coming from a relevant topic to your website.
